Technical Capabilities

Program Management Support

SAI program management support costs (“PM Costs”) encompass support for contract-level management and reporting requirements as they relate to the overall management of the contract. SAI will not directly charge for these PM Costs, which must be separately priced.

Training Management Plan
SAI will deliver a Training Management Plan (TMP). The TMP will be kept current and updated. It will be resubmitted to the Government for approval whenever any changes are made. The TMP will include the organizational structure, roles and responsibilities, schedules, key outputs and milestones, and procedures needed to meet the requirements of this SOW. SAI will identify all personnel and their functions/responsibilities as they relate to this contract. SAI will designate in writing a Program Manager (PM) who has overall responsibility for all work performed under this contract. The PM will meet the minimum requirements defined in the Project Manager Labor category.

The PM will be a single point of contact for the Contracting Officer and the Contracting Officer’s Representative (COR) and be available to the COR via telephone between the hours of 8:30 am through 4:30 pm EST, Monday through Friday, and will respond to all requests for discussion or resolution of problems and issues within 48 hours of notification.

The roles and responsibilities of the PM and instructors (for both classroom and virtual training deliveries) will be defined, and their qualifications outlined, including education, training, skills, and experience. The plan will state how many classroom instructors are currently available and any plans for new hires required to meet forecasted training requirements under this contract.

Weekly Project Reporting
SAI will provide a weekly progress report that includes, but is not limited to, tracking dates, times, tier level, locations of classes, assigned class instructor, task number, status, curriculum area, and contract modification number (when appropriate). The weekly report will also include a schedule of all planned classroom courses authorized by Task Orders. SAI will submit its proposed template and content of this weekly report to the Government during the Post Award Conference for Government approval.
Management of Training Services

SAI will provide training and workforce development services as described in the following sections:

Instructors for Live Classroom or Virtual Training Delivery

Instructor Qualifications
SAI will provide qualified instructors to teach each live classroom or virtual training delivery in this SOW, including courses listed in its attachments, as well as any new courses that the Government may add to the curriculum

SAI will have an established process for selecting, training (including continuous learning), certifying (if appropriate), and evaluating its instructor cadre.

SAI will provide a resume for each proposed instructor for the Government’s approval prior to providing any course delivery. Proposed instructors will possess all the qualifications cited in the job announcement. Required certifications as applicable are included with the course descriptions in the SOW Standards. SAI may modify these certification requirements in updates to this SOW.

Instructor Preparation
All instructors for classroom or live virtual training deliveries will be evaluated on their teaching capabilities by government evaluators. Based on the evaluations, the government may require the SAI to relieve any instructor from classroom instruction duties whose performance does not achieve a sufficient overall student satisfactory rating from course evaluators, fails to meet the qualification requirements identified in this SOW, or displays unprofessional behavior.

SAI is prepared to provide the government review resumes, certificates, training records, etc., to verify the qualifications of instructors as identified in this SOW. As requested, SAI will provide all such documents.

Classroom instructor training and maintenance of qualifications are part of the Contractor’s operating cost. These activities include, but must be limited to, training the trainer, shadowing instructors, and observing existing instructors.

All classroom instructors, as required by the SAI, in addition to satisfying the qualifications stated in this SOW, will present a demonstration of their teaching techniques. This may include, but is not limited to

Live Classroom or Virtual Training Delivery
SAI will provide live-instructor training through a traditional classroom setting and/or through a virtual learning environment (VLE). SAI will deliver training courses using Commercial-Off-the-Shelf (COTS), Customized COTS, or government-developed courses.

Traditional Classroom Setting
SAI will provide all necessary qualified personnel, facilities materials and services (such as textbooks, course materials, handouts, instructor tools, etc.), aids (such as flip charts, informational brochures, handouts, briefing packages, charts), equipment (computers, iPads, projectors, screens), internet access (Wi-Fi) and necessary shipping and handling to accomplish the requirements of the SOW.

SAI will provide for the transportation of students for classes that require training sessions outside of the classroom. SAI will set a departure time and place for students to meet, as well as ensure that transportation returns students to the departure location. Transportation will include heat and air ventilation.

Virtual Learning
SAI will provide training through a virtual learning environment (VLE) in which a live instructor facilitates the course delivery and participants can interact, communicate, view, and discuss presentations, and engage with instructors, in a web-based setting. Classes will be provided via a government-approved software platform (such as Adobe Connect) that will provide easy accessibility to students and comply with Federal standards such as Section 508. The Contractor’s software platform for conducting virtual learning will be able to provide closed captioning to comply with Section 508 requirements.

The virtual classroom format will include, but is not limited to, Polling Questions; Student Breakout Sessions; Pre and Post Assessment Administration; Downloadable Student Materials; Pertinent SAI website links and other supporting documentation as identified in Download section; standard VLE features such as a clock indicating amount of time left for breaks, chat room, ability to raise hands, etc. No later than seven calendar days from the last day of class, the SAI will provide the COR participation reports (including a summary of student participation (log-on, log-off, and class participation in polling question responses)) and a link to the recorded webinar session.

Course Development, Customization, or Modification of Live, Instructor-Led Training
SAI will develop new courses, or customize or modify existing courses based on the Task Order requirements. SAI will utilize experienced and qualified Instructional Systems Designers (ISDs) to develop, customize, or modify both COTS and SAI-owned training course materials. Instructional designers will follow a training development methodology such as the ADDIE model. In some cases, the instructional designer will work hand in hand with an SAI instructional designer or with an SAI-designated Subject Matter Expert.

In the case of new courses, the SAI will deliver a pilot session. Costs for a pilot session will be included in the price of the course development, i.e. not separately priced. The COR will provide written final approval before a course proceeds past the pilot stage. Post-pilot course changes and SAI comments will be incorporated into the curriculum and materials. SAI will provide instructor(s), materials (hard and/or electronic copies), facilities (if in Washington, DC), and equipment/tools to conduct the pilot course.

Development, Customization or Modification of Distance Learning
SAI will develop the training and provide the course design, templates, software tools/applications and support, prototype and final version (when applicable) to execute distance learning as designed. If the deliverable will be stored and accessed from SAI’s website or eLearning Management System (eLMS), the SAI will work with the SAI to launch the prototype for beta testing (including Section 508 accessibility tests) and incorporate any identified corrections/adjustments in the final version.

SAI will take full ownership of all new course materials developed by the contractor. SAI will also provide editable files of all final approved material in an electronic format specified by the SAI and will comply with Section 508.
